This specialized academic activity offers students a unique deep-dive into the heart of European legislative negotiations. \nEU Trilogue Talks: Event Overview\nThe program is designed to bridge the gap between academic theory and institutional practice through two key phases: \n\nNovember 6\, 2025 | Theoretical Session: A high-level seminar featuring expert guest speakers on the EU legislative process.\nNovember 19-20\, 2025 | The Simulation: A hands-on exercise where students step into the shoes of EU negotiators (Parliament\, Council\, and Commission).\n\nSession Focus: Legislative “Insider” Perspectives\nThis introductory session provides the necessary framework and “insider” perspective on how EU trilogues reach agreements. Our guest speakers will share professional insights from the heart of the European institutions. \n\nNote: This activity is exclusively reserved for M120 students. Attendance is essential for those participating in the upcoming simulation.

SUMMARY:[Trilogue Simulation] Proposal of third-country interest representation
DESCRIPTION:On 19 and 20 November 2025\, Teresa Cabrita and Samuel Defaqcz will host a two-day simulation of trilogue negotiations on Article 3(2) (Scope) of the European Commission’s Proposal for a Directive establishing harmonised requirements in the internal market on the transparency of interest representation carried out on behalf of third countries. \nThis proposal is at the heart of the European Commission’s Defence of Democracy Package and is set to be discussed by the Council in late November 2025. Importantly\, the negotiation of this proposal takes place against the backdrop of the EU’s efforts to counter foreign information manipulation and interference\, and to safeguard democracy as a core Union value. \nFirst-year Master’s students in European Studies will bring to life the perspectives of Commission Legal Service officials\, European Parliament shadow rapporteurs\, Council representatives\, and civil society stakeholders with diverse interests. Through this exercise\, students will not only develop and defend legal and policy arguments from their assigned positions\, but also role-play leading figures in the EU’s institutional\, political\, and civil society landscape\, making this an engaging and hands-on exploration of EU governance in action.

DESCRIPTION:On the afternoon of 24 November 2025\, Teresa Cabrita\, Assistant Professor of EU Law at the IEE\, will deliver a guest lecture on the historical origins of the political and legal debates surrounding the creation of a European Defence Community\, first proposed—and rejected—in the early 1950s. \nDrawing on literature and archival research\, this lecture provides historical context to current debates about a security emergency in Europe. \nThe lecture forms part of the course Legal History of the European Union\, organised by the Max Planck Institute for Legal History and Legal Theory for bachelor’s students at Goethe University\, Frankfurt.
