SUMMARY:[Seminar] The European Commission’s response to national emergency regimes within the EU’s asylum policy
DESCRIPTION:We are pleased to invite you to our upcoming research seminar featuring Florian Trauner and Federica Zardo\, who will present their recent paper entitled: “The European Commission’s response to national emergency regimes within the EU’s asylum policy: from rejection to accommodation”. \nAbstract\nNational emergency laws restricting the entry of asylum seekers have become increasingly common across the European Union. This article investigates how the European Commission responds to such emergency regimes that derogate from EU asylum and migration law\, and which combination of factors explains the variation in its responses. \nUsing a diverse case study design covering Austria\, Hungary\, and Poland since 2016\, the study traces how the Commission’s response shifted from rejection to forbearance and ultimately to accommodation\, leading to the partial Europeanisation of exceptional practices under the 2024 asylum reform package. \nBuilding on research on legal forbearance and compliance\, the article argues that the Commission’s behaviour depends not only on rational cost–benefit calculations but also on how it perceives the nature of each crisis\, and the trust in the member state involved. The findings point to a broader institutional shift\, as the Commission seeks to preserve its authority by redefining the boundaries of compliance. \n\nTrauner\, F.\, & Zardo\, F. (2026). DESCRIPTION:Roundtable | The Law and Politics of Climate Change: The ICJ’s Advisory Opinion on Climate Change and EU Member States\nOn 23 July 2025\, the International Court of Justice delivered its advisory opinion on obligations of States in respect of climate change\, a probable legal milestone in the planetary struggle for the protection of the environment. However\, in a context of compounding polycrises where a diversity of ecological issues – with climate change at the forefront – collide with increasing political polarisation and socioeconomic difficulties\, the veritable reach this opinion will have remains to be seen. \nBy means of interventions from speakers that have directly been involved in the case or in the campaign for its request\, this roundtable addresses three dimensions of the opinion. SUMMARY:[Conference & Early Career Researchers Workshop] The European Union and Natural Disasters
DESCRIPTION:Introduction\nClimate change is increasing the frequency\, intensity\, and complexity of extreme weather events leading to disasters. In Europe alone\, around 87 million people are exposed to multiple natural hazards. Yet\, the role of the European Union in this field remains far from clear-cut. \nOn the one hand\, the prevention and response to disasters induced by natural hazards (often referred to as natural disasters) remain primary responsibilities of the Member States\, notwithstanding the EU’s growing competence in this field through subsequent reforms of the Union Civil Protection Mechanism and the introduction of rescEU. \nOn the other hand\, EU powers in this respect are institutionally and legally fragmented across the multitude of policy areas that the prevention and response to these disasters might criss-cross — from civil protection to humanitarian aid\, climate\, health or migration policy\, security and defence or external relations. \nInternationally\, the EU has been participating actively in efforts towards the adoption of the first binding instrument on the protection of persons in the event of disasters and in forging partnerships with different actors for the delivery of humanitarian aid\, raising questions about its influence\, cooperation arrangements\, and the degree to which the EU’s approach to (natural) disaster management shapes and is shaped by events beyond the EU. \nAgainst this background\, this conference invites a multidisciplinary dialogue on the law\, politics\, and governance of disasters induced by natural hazards in the EU and the role of the EU as an international disaster relief actor. \nProgramme\nPhD and Early Career Researchers’ Workshop (Thursday\, 5 November 2026)\n\n8:45 – Welcome coffee and registration\n9:15 – Welcome address (Organising Committee)\n09:30 – 11:00 – Panel 1.
