Sophie Jacquot | MAY 2026

This project examines how gender+ equality has become a site of political contestation within the Council of the EU and analyzes the strategies deployed by member states and political actors seeking to challenge or undermine this policy agenda. It also investigates how EU institutions respond to such forms of resistance.
The project directly resonates with the “Democracy and Voices” research axis of the Jean Monnet Centre of Excellence Eumergencies, as it addresses the democratic implications of increasing opposition to gender+ equality norms.
By focusing on politicisation dynamics and the rise of populist and illiberal challenges within EU decision-making, the project contributes to understanding what may be conceptualized as a democratic emergency, i.e. situations in which fundamental rights and inclusive democratic voices are contested or silenced.
