[Guest Lecture] The EU as an ‘Emergency’ Actor: What Does Law Have to Do With It?

  • Date: 9 December 2025
  • Speaker: Guido Bellenghi (Maastricht University)
  • Host: Teresa Cabrita
  • Course: EU Legal System (Master’s)
    Overview

In December 2025, Teresa Cabrita invited and hosted Guido Bellenghi, a doctoral researcher from the Faculty of Law at Maastricht University, to deliver a guest lecture within her Master’s course, ‘EU Legal System’, at UCLouvain Saint-Louis Brussels.

This exchange is part of the center’s ongoing initiative to integrate specialized doctoral research into the curriculum, offering students a deeper look into evolving legal challenges.

Key Themes

Drawing on his original doctoral research, Mr. Bellenghi invited students to critically examine the notion of “crisis” or “emergency” as both a legal and political concept. The session focused on:

  • Legal Foundations: An overview of the legal bases underpinning the EU’s emergency powers.
  • Institutional Responses: An analysis of how the Union and its Member States handled recent crises.
  • Future Outlook: A discussion on the implications of the current legal framework—and past EU experiences—for emergencies and crises yet to come.
