Overview
On 12 March 2026, as part of the Environmental Security course, Professor Teresa Cabrita organized a high-level crisis simulation.
This active learning exercise allowed students to experience firsthand the complexities of EU decision-making in the face of a simulated environmental catastrophe.
The Scenario: Operation Ariadne
The simulation centered on the landfall of a fictional, massive storm system named “Ariadne.” Students were tasked with navigating the immediate political and legal challenges triggered by such a natural disaster.
Key elements of the exercise included:
- Role-Playing and Governance: Participants assumed roles representing various Member State delegations within the Council of the EU (simulated under the Cyprus Presidency) and relevant EU institutions.
- IPCR Activation: The core objective was the practical activation and coordination of the Integrated Political Crisis Response (IPCR) mechanism.
- Strategic Decision-Making: Students had to coordinate policy responses and resource allocation under time pressure, balancing national interests with the necessity for a unified Union-level response.
This simulation offered students a unique opportunity to apply theoretical knowledge of environmental security to a realistic European crisis management framework.
Teaching Materials
To reflect the real-world complexity of EU crisis management, students were provided with a detailed briefing document outlining the “Ariadne Landfall” scenario. This 2026 case study simulates an environmental and security crisis across Morocco, Portugal, and Spain, requiring the activation of the Integrated Political Crisis Response (IPCR).
