On 19 and 20 November 2025, Teresa Cabrita and Samuel Defaqcz will host a two-day simulation of trilogue negotiations on Article 3(2) (Scope) of the European Commission’s Proposal for a Directive establishing harmonised requirements in the internal market on the transparency of interest representation carried out on behalf of third countries.
This proposal is at the heart of the European Commission’s Defence of Democracy Package and is set to be discussed by the Council in late November 2025. Importantly, the negotiation of this proposal takes place against the backdrop of the EU’s efforts to counter foreign information manipulation and interference, and to safeguard democracy as a core Union value.
First-year Master’s students in European Studies will bring to life the perspectives of Commission Legal Service officials, European Parliament shadow rapporteurs, Council representatives, and civil society stakeholders with diverse interests. Through this exercise, students will not only develop and defend legal and policy arguments from their assigned positions, but also role-play leading figures in the EU’s institutional, political, and civil society landscape, making this an engaging and hands-on exploration of EU governance in action.
